NVIDIA CEO Jensen Huang recently announced a partnership with Taiwan’s National Science and Technology Council (NSTC), Foxconn, and TSMC to build AI infrastructure in Taiwan. According to the NSTC, this infrastructure will be accessible to industries nationwide.
NSTC Minister Wu Cheng-wen (吳誠文) appeared before the Legislature’s Education and Culture Committee on Thursday to address the council’s 2025 budget freeze. Lawmakers took the opportunity to question him about the scope of the NVIDIA collaboration.
Wu noted that while specific projects have yet to be finalized, it is currently known that NVIDIA and Foxconn plan to jointly establish a large-scale data center in Kaohsiung. The facility, described as the “AI Factory,” will not only produce hardware but also focus on developing diverse AI applications for use across various industries.
When asked whether the NSTC’s proposed expansion of science parks — which anticipates the need for 3,000 additional hectares of land by 2050 — is tied to robotics or the NVIDIA initiative, Wu said both are relevant. He emphasized the importance of semiconductors to Taiwan’s economic development and national security.
Wu also underscored that science park development should not be purely industry-focused; preserving cultural heritage and ecological sustainability must also be priorities. The long-term goal, he said, is to pursue large-scale, low-density development that reflects a new vision for Taiwan’s science parks.
