Following the threat of U.S. President Trump's reciprocal tariff plan, President Lai Ching-te (賴清德) held a national security council meeting followed by an open-door speech on announcing their response vis-à-vis the semiconductor industry and international relations.

Regarding U.S.-Taiwan relations, President Lai extended thanks on behalf of Taiwan for the Trump administration’s continued support, pointing out the DPP’s history of close cooperation during the administration's first term. Lai said that, especially given its position in the first island chain, Taiwan is willing to continue such close cooperation on all levels to stand up against authoritarian expansion. He urged the public to rest assured that while policies and governments may shift, the mutual trust and close cooperation between Taiwan and Washington would remain.

The President then addressed the semiconductor industry, announcing the administration’s proposal to establish a “Global Semiconductor Democratic Supply Chain Partnership Initiative." The goal is not only to build a more resilient and diversified semiconductor supply chain, but to enhance communication and understanding between the United States and Taiwan on the subject. Lai said that as the most advanced semiconductor power in the world, Taiwan has the ability and willingness to respond to new situations.

In terms of cross-strait relations, the president noted that, as a responsible member of democratic society in the region, Taiwan aims to improve relations with the United States, and fosters more positive U.S.-China relations to avoid a zero-sum game where gains are only made at the expense of others.

Lai stressed that, when dealing with China, Taiwan will always be the responsible party– with the mindset of “neither humble nor arrogant, but resolute and calm” in all cross-strait relations.
