President Lai Ching-te (賴清德) chaired the second meeting of the "Whole-of-Society Defense Resilience Committee" at the Presidential Office on Thursday. In his remarks, President Lai highlighted the global push to enhance societal resilience and stressed the need for Taiwan to take proactive steps to ensure regional peace and stability. He outlined three core objectives: maintaining government continuity, ensuring essential societal services remain functional, and supporting military operations when required.
After a tabletop military simulation, Lai emphasized the importance of resource interdependence and preemptive planning to address unforeseen challenges. He urged government agencies to identify blind spots during these exercises, refine policies, and incorporate private-sector resources into disaster response frameworks. On countering disinformation and cognitive warfare, Lai called for more proactive strategies and stronger coordination between central and local governments.
The President announced plans for a third committee meeting in March 2024, featuring small-scale field drills. A fourth meeting in June will align with the Han Kuang military exercises, serving as a precursor to bolster Taiwan's overall societal defense resilience. This initiative reflects Taiwan’s commitment to safeguarding its infrastructure and citizens against emerging threats, ensuring readiness in the face of rapidly evolving geopolitics in the region.
