The education ministry has asked educational institutions to ensure that internal systems for the handling of academic ethics cases follow a clear legal process. With recent controversies involving many political figures’ thesis papers, it has requested that standard operating procedures be established.

The request was made during the 111th Academic Year Joint Meeting of University Academic Affairs and School Management Directors in Taichung on June 20 and 21.

The percentage of similarity is often used as the basis when determining whether or not a paper has been plagiarized. However, the education ministry reminds that this is only for reference and a consultation with experts and scholars is preferred.

The standard operating procedures will later be used as a reference by the ministry for the approval of awards, subsidies and enrollment quotas.
